Ringkasan:   UK-Gibraltar: provision of domestic services - including accommodation catering and cleaning - and other associated services including motor transport services. The services to be provided is for a range of Domestic Support activities including Motor Transport. There shall be a requirement for the successful Contractor to develop with the Command a Pay As You Dine (PAYD) solution during the first year of the contract. Partnering arrangements will be agreed to adopt a customer focused, integrated and holistic approach to the provision of the catering,retail,leisure and food supply. NOTE - All companies invited to tender will have to demonstrate their experience and commitment of/to a PAYD solution. The Contract scope may be broadened during the term of the contract. II.1.6) Description/object of the contract: The services to be provided

the work to be carried out shall be at various sites in Gibraltar -
namely the Naval Base, Rooke and the Devil's Tower Camp (DTC) facility.

II.2) Quantity or scope of the contract
II.2.1) Total quantity or scope: Bidders invited shall refer to the
tender documents when issued which shall detail the Statement of
Requirement and the Command requirements for a partnering approach to
introduce PAYD solution in Gibraltar.
II.2.2) Options. Description and time when they may be exercised:
Options that maybe included in the Contract shall be clearly identified
in the contractual documentation when issued for tender. Firm prices
shall be submitted by bidders for any option requirement.
II.3) Duration of the contract or time limit for completion: 84 months
from the award of the contract.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) Conditions relating to the contract
III.1.2) Main terms of financing and payment and/or reference to the
relevant provisions: It is the intention that payment shall be subject to
regular calandar month payments at 1/12th of the annual Firm Price for
the majority of the services to be provided. Ad-hoc service payments
shall be paid on completion. PAYD introduction shall be subject to Key
performance Indicators (KPI's) and charging mechanism. Details shall be
provided in Pricing Pages and Contract Terms & Conditions when issued.
III.2) Conditions for participation
III.2.1) Information concerning the personal situation of the
contractor, supplier or service provider and information and formalities
necessary for the evaluation of the minimum economic, financial and
technical capacity required: Any supplier may be disqualified who:
(a) is bankrupt or is being wound up, whose affairs are being
administered by the court, who has entered into an arrangement with
creditors or who is in any analogous situation arising from a similar
procedure under national laws and regulations;
(b) is the subject of proceedings for a declaration of bankruptcy, for an
order for compulsory winding-up or administration by the court or for an
arrangement with creditors or is the subject of any other similar
proceedings under national laws or regulations;
(c) has been convicted of an offence concerning his professional conduct
by a judgement which has the force of res judicata;
(d) has been guilty of grave professional misconduct proven by any means
which the contracting authorities can justify;
(e) has not fulfilled obligations relating to the payment of social
security contributions in accordance with the legal provisions of the
country in which he is established or those of the country of the
contracting authority;
(f) has not fulfilled obligations relating to the payment of taxes in
accordance with the legal provisions of the country in which he is
